"오송을 집중 홍보하라"
박경국 충북도 경제통상국장 프랑스 바이오텍 낭뜨 2003' 대회서 연설

박경국 충북도 경제통상국장이 24일(한국시각) 프랑스 '바이오텍 낭뜨 2003' 대회에 참석, 오송생명과학산업단지를 중심으로 우리나라와 충북도의 바이오 산업정책에 대해 영어로 연설해 눈길을 끌었다.
지난 19일 출국, 박 국장이 참석하고 있는 이 대회는 97년부터 시작한 모임으로 전 세계 국가들이 파견한 대표단 등 참가인원이 3200명에 이른다. 대회 참석자들은 당연히 바이오 전문가나 기업체, CEO, 국가 및 지방정부 관계자 등이 주를 이룬다. 또 전시참여 업체 수만 300개 업체에 달하고 비즈니스 파트너링을 위해 명함을 내민 업체가 1000여 개에 달한다는 게 충북도의 설명.

박 국장은 바로 이 대회의 제1 세션(Session)이 열린 24일 한국대표 자격으로 우리나라와 충북도의 바이오산업정책에 대해 영어로 연설했다. 박 국장은 특히 '오송' 바이오 테크노폴리스'를 중심 주제로 20분에 걸쳐 설명하는 동안 외국의 유수 바이오 기업의 유치를 위해 한국과 충청북도가 마련한 각종 특혜 등 정책수단을 홍보하는 데 초점을 맞췄다.(영어 원문  아래 참조)

박 국장은 이날 연설에서 "충북도에서는 오송을 바이오산업 집적지(클러스터)이자 환경친화적인 생태도시로 구상하고 있다"며 "다른 바이오 집적지와 차별성을 두기 위해 오송에 입주하는 외국기업에게 국세와 지방세를 처음 7년간은 완전 면제해 주고 향후 3년간
은 50%만 부과하는 등 파격적인 세제상 혜택을 부여하겠다"고 밝혔다. 박 국장은 또 "입주가 결정되면 공장신축에서 준공, 그 이후에 필요한 제반 행정서비스를 완벽하게 제공하고 산-학 공동연구 기반 제공은 물론 자금지원도 할 생각"이라며 적극적인 구애에 나섰다.
이웃 오창 IT(정보통신)단지와 연계해 BT와 IT의 상호연계성이 뛰어난 데다 청주국제공항 고속도로가 인접해 있고 주변 80km 이내에 대덕연구단지와 16개 대학들이 위치하고 있는 등 오송 바이오 테크노폴리스가 갖춘 장점들을 외국의 바이오 기업들에게 집중적으로 홍보하고 나선 충북도가 이번에 박 국장의 파견을 통해 얼마만큼 성과를 거둘 수 있을 지 기대가 모아지고 있다.  한편 박 국장은 오는 28일 귀국한다.

Introduction
It is my privilege and honor to be here today to present the
'Osong Bio Science  Technopolis' located in Chungcheongbuk-do, Chungcheongbuk-dos bio-industry development initiatives and incentives for FDI corporations.

Before I begin, let me introduce myself. I am Park Kyung-Kuk, Director-General of the Economy and Trade Bureau of Chungcheongbuk-do, where the Bio Expo Korea 2002 was held last autumn. This Expo received positive response from biology technicians and scientists around the
world. 

I will begin my presentation with the general information of our region, ChungCheongBuk-Do General Information of ChungbukBio Industry Policies to Biotopia ChungBuk Osong Bio  Science Technopolis
And Incentives for Foreign Investment. 
 
First, I will present our region, Chungcheongbuk-do, and its bio-industry policies. Situated at the center of Korea and near the Seoul metropolitan area.  The region also boasts a beautiful natural environment with two lakes and three national parks.

CheongJu City is known as the home of the earliest printing culture. Metal typography first appeared here, and  Jikji  is considered the first book published by the metal printing method 78 years ahead of "The Bible" by Gutenberg in Germany. (The original copy of  Jikji  is currently kept in the national library of France). ChungJu City is also the birthplace of 'Jungwon Culture', which has been the basis of livelihood for the Korean people.

오늘 이 자리에서 본인이 충북에 위치한 '오송 생명과학 산업도시'와 충북도의 바이오 산업 육성 정책 및 기업들을 위한 인센티브 정책에 대해 소개할 수 있게 돼 영광스럽게 생각합니다.
본 연설에 들어가기에 앞서 본인에 대해 소개하겠습니다. 저는 충북도의 경제통상국장으로 충북도는 2002년도 가을에 '바이오 엑스포 한국'을 개최한 곳입니다. 이 엑스포는 전 세계 바이오 전문가와 과학자들로부터 긍정적인 반응을 얻은 바 있습니다.

저는 우리 지역에 대해 개괄적인 설명을 시작으로 바이오 산업 정책을 통한 바이오토피아 충북 건설, 오송 바이오 과학산업도시 건설, 그리고 외국투자를 위한 유인책에 대해 말씀드릴까 합니다.

먼저 충북에 대해 설명드린 뒤 충북도의 바이오 산업정책에 대해 말씀드리겠습니다. 한국 중앙부이면서 서울과 가까운 충북은 2개의 호수와 3곳의 국립공원을 가진 곳으로 아름다운 자연환경을 자랑합니다. (충북도의 수부도시인)청주시는 (역사상) 가장 빠른 인쇄문화의 본향으로 알려져 있습니다. 금속활자가 이곳에서 처음 탄생했는데, 직지는 독일에서 구텐베르크에 의해 인쇄된 성경보다도 78년 앞서 (인류역사상) 가장 먼저 출간된 것으로 인식되고 있습니다.(직지 원본은 현재 프랑스의 국립도서관에 소장돼 있습니다.) 충주시는 또 한국인의 삶의 기저를 이루고 있는 중원문화의 탄생지입니다.

Chungcheongbuk-do had been a typical agricultural area;
however,  rapid industrialization has occurred in the 1990's.

Bio Industry Policy

Now I will introduce the bio-industry policies of our province.
With our IT infrastructure, we will push ahead with our bio
initiative so as to build 'Biotopia Chungbuk,' our vision of a
world biotechnology hub.             
I understand that the biotechnology competitiveness of Korea
lags behind that of advanced nations. To boost effective R&D
activities in the bio-industry, the 'Bio-Engineering Nurturing
Act' was passed in 1994. However, it was only in October
2000 that the government discussed the bio-industry
development strategy.

충청북도는 전형적으로 농업지역이었습니다만 90년대 들어 빠른 산업화가 진행되고 있습니다.
이제 충북도의 바이오 산업 관련 정책에 대해 소개해드리겠습니다. 충북의 IT 인프라 구조를 기반으로 우리는 세계 바이오 기술의 기축으로서 '바이오토피아 충북'을 건설하기 위해 바이오 관련 이니셔티브(정책적 구상)를 추진해 나갈 것입니다. 저는 한국의 바이오 테크 경쟁력이 선진국에 비해 뒤쳐지고 있다고 이해합니다. (한국은 기술격차를 만회하고) 바이오 산업계의 효율적인 연구개발을 촉진하기 위해 1994년 '바이오 엔지니어링 육성법안'을 통과시켰습니다만, 한국정부가 바이오 산업 발전전략에 대해 논의하기 시작한 것은 2000년 10월부터입니다.

The government believes that the biotechnology competitiveness of Korea reaches to 60～70% level of developed countries.
Since we fall behind the advanced countries, we cannot focus on every front in the biotechnology industry. With this reality, what we can do is nurture specific fields to match with our conditions.
Firstly, we will focus on biomedicine. We will direct our utmost effort to develop traditional oriental medicine for the bio-industry. At the same time, we will conduct a search for new medicinal materials like gleevec.

정부는 한국의 바이오기술 경쟁력이 선진국의 60∼70% 수준에 도달하고 있다고 보고 있습니다. 이처럼 우리가 선진국에 뒤져있는 관계로 우리가 바이오기술 산업의 모든 분야에 초점을 맞추기는 힘듭니다. 이런 현실에서 우리가 할 수 있는 것은 우리 실정에 맞춰 특정한 분야를 (집중) 육성하는 것입니다.

첫째 우리는 생의약분야에 집중할 것입니다. 우리는 전통 동양의약 개발에 최선의 노력을 경주할 계획입니다. 동시에 글리벡과 같은 신약물질 탐구에 나설 것 입니다.

Secondly, our emphasis will be put on bio-food. Thirdly, we will foster bio-agriculture. With our efforts in breeding environment-friendly quality agricultural products, we will turn traditional agriculture into high-value business, which will, in turn, result in affluent agricultural communities.
Armed with the above outlined strategies, we will designate five areas in our region to nurture the bio-industry. The first area will be a floriculture and functional food belt focusing on practical food and bio-cosmetics. The second area will be a biomedicine and logistics.
둘째 우리는 바이오 식량에 중점을 둘 것입니다. 셋째 바이오 농업을 강화해나갈 생각입니다. 환경친화적인 고품질의 농산물을 생산하는 노력을 통해 우리는 전통농업을 고부가가치 산업으로 만들게 될 것이며, 이는 풍요로운 농촌 사회로 이어지게 될 것입니다. 위에서 개략적으로 설명한 전략들을 무기로 우리는 충북에서 바이오 산업을 양성하기 위해 5개 분야를 선정할 것입니다.

첫 번째는 실질적인 식량과 바이오 화장품에 초점을 맞춘 원예와 기능성 식품 벨트 분야입니다. 두 번째는 바이오 약품과 로지스틱스 분야가 될 것 입니다.

The third will consist of an oriental medicine and tourism belt.
The fourth location is a leisure belt.
The fifth site is a scientific agriculture belt.
Our bio-industry development strategies represent our strong will to recover and preserve the environment along with our dream of a disease-free long life.
세 번째는 동양의학과 관광벨트 부문이며 네 번째로 레저분야입니다. 다섯 번째는 과학영농벨트입니다.
우리의 바이오 산업 발전 전략은 무병장수의 꿈과 함께 환경을 회복하고 보전하는 강력한 의지를 나타내주고 있습니다.

Next, I will introduce Osong Bio-Science Technopolis.
다음으로 오송 바이오 과학 산업도시에 대해 설명드리겠습니다.

Osong Bio Science Technopolis

Disease-free longevity has been a constant dream of human kind. The bio-industry is therefore considered the visionary industry of the 21st century, which will turn the possibility of a healthy society into reality.
Osong is the area where the 'Sorori rice seed' was first discovered. Experts have proven this to be the oldest rice seed in the world, proof of the existence of an agricultural era some 13,000 years ago. It is due to the sites significant history that we plan to raise the 'Osong Bio Science Technopolis' right on the grounds of the rice cultivation fields.

무병장수는 인류의 오랜 꿈이었습니다. 따라서 바이오 산업은 건강한 사회를 실현할 21세기 꿈의 산업으로 인식되고 있습니다.
오송은 '소로리 볍씨'가 발견된 지역으로 전문가들은 이 볍씨가 세계 최고(最古)볍씨라는 사실을 증명했습니다. 이것은 1만 3000년전에 이곳에 농경문화가 존재했음을 의미합니다. 우리(충북)가 벼농사의 역사적 터전 바로 위에 '오송 바이오 과학산업 도시'를 세우려는 것은 바로 오송이 역사적으로 갖는 의미때문이기도 합니다.

Osong is situated at the heart of the Korean peninsula, with CheongJu airport located ten minutes away. Osong is also one of the stronger candidates being considered for the establishment of a new capital in Korea.
The 'Osong Bio Science Technopolis' will not be just another industrial complex; we envision it to be an environmentally friendly eco-city that will function as a bio-cluster.
Several strategies have been put in place to differentiate the Osong Bio Science Technopolis from other bio-clusters.
한반도의 한복판에 위치한 오송은 청주국제공항에서 10분 거리에 떨어져 있습니다. 오송은 또 신행정수도의 강력한 후보지로 고려되고 있습니다.
오송 바이오 과학산업도시는 단순히 또 다른 산업단지가 아닙니다. 우리는 오송을 환경친화
적인, 그래서 바이오산업 집적지로 기능하는 환경도시로 계획하고 있습니다.
오송을 타 바이오 집적지와 차별화하기 위한 여러 전략들이 세워진 상태입니다.

The first step is the relocation of bioscience-related national research institutes. And six biotechnology-supporting facilities will be established. We also expect a leading role from KRIBB (Korea Research Institute of Bioscience and Biotechnology), which will move into the nearby Ochang IT complex.
Our second strategy is to closely link BT to the IT industry. The Ochang IT complex is located just 5 kilometers away from the 'Osong Bio Science Technopolis'. The plans to build a new IT town have led to the sale of 85% of the total land, and construction work is now under way.
이런 전략의 첫 번째 단계(조치)는 생명과학 관련 국책연구기관들을 재배치(이전)하는 것입니다. 그리고 6개의 생명기술 지원시설들이 세워질 것입니다. 우리는 또 오창과학산업단지로 이전할 한국생명공학연구원이 주도적 역할을 할 것으로 기대하고 있습니다.
우리의 두 번째 전략은 생명공학(BT)과 정보통신(IT)을 긴밀하게 연계하는 겁니다. 오창과학산업단지와 오송으로부터 겨우 5km밖에 떨어져 있지 않습니다. 새로운 정보통신 도시(오송)를 세우려는 계획은 총 공장용지의 85%를 분양하고 현재 신축작업이 진행되는 단계에 이르고 있습니다.

The third strategy is to combine oriental medicine into the bio-industry. Oriental medicine has played a great role as folk medicine in curing diseases for thousands of years. However, medicine has not been widely accepted by the industry. We anticipate that the 'Osong Bio Science Technopolis' will improve the value of oriental medicines. As is widely known, oriental medicine is taken more as a preventive measure rather
than as a remedy for diseases. In order to realize our goal of a disease-free long life, the industrialization of oriental medicine is required.
세 번째 전략은 동양의학과 바이오산업을 결합하는 것입니다. 동양의학(또는 의약품)은 수천년간 질병치료를 위한 민간요법으로 중대한 역할을 해 왔습니다. 그러나 과학적 방법으로 효능이 입증되지 못한 관계로 동양의학은 산업계에서 널리 인정받아오지 못하고 있습니다.
우리는 오송이 동양의확의 가치를 증진시킬 것으로 기대합니다. 주지하다시피 동양의학은 질병치료의 방법으로서보다 예방을 위한 수단으로 받아들여지고 있습니다. 인류의 무병장수의 목표를 달성하기 위해 동양의학의 산업화는 필요합니다.

With the different strategies given, we will develop the 'Osong Bio Science Technopolis' into the most environment-friendly biotechnology metropolis in the world.
In addition to the industrial infrastructure previously mentioned such as the airport and express highways, there are other advantages to the location of the Osong Bio Science Technopolis. 'Daeduk Science Park' and 16 colleges are positioned within 80 km. 
이런 다양한 전략을 통해 우리는 오송을 세계에서 가장 환경친화적인 생명공학기술 도시로 개발할 것입니다. 앞서 언급했듯 공항 및 고속도로와 같은 산업 인프라에 더해 오송은 또 다른 이점들을 갖고 있는 위치상 갖고 있습니다. 그것은 대덕연구단지와 16개 대학이 (오송으로부터) 80km이내에 있다는 겁니다.

We will develop the 'Osong Bio Science Technopolis' as the bio capital, which will provide the foundation for 'Biotopia' our initiative to develop our region into a world-class bio cluster. I am here today to express the optimism and energy of the Korean people for this bio-project, which was witnessed at the Bio Expo Korea 2002 last year when more than 800,000 people visited the area. Our interest in biotechnology is what motivates us to construct the 'Osong Bio Science Technopolis'.
I truly hope that your ideas and experiences in corporation management and R&D activities will be of great help to our project, and I thank you in advance for your assistance.
우리는 오송을 '바이오 수도'로 개발할 것입니다. 이렇게 되면 세계 수준급의 바이오산업 집적지로서 충북을 개발하겠다는 우리의 '바이오 토피아' 구상의 토대를 마련하게 될 것 입니다. 지난해 80만명 이상의 인파가 몰렸던 오송 바이오 엑스포 행사에서 보았듯 (우리의) 이같은 바이오 관련 프로젝트에 대한 한국인의 낙관론과 에너지를 전해드리기 위해 저는 오늘 이 자리에 선 것입니다.
 바이오기술에 대한 우리의 관심은 오송 테크노폴리스를 건설하려는 동기를 부여하고 있습니다. 저는 기업경영과 연구개발 활동을 통해 여러분이 축적한 아이디어와 경험이 우리의 프로젝트에 큰 도움이 되기를 진심으로 희망합니다. 그리고 먼저 여러분의 도움에 감사를 표합니다.

Lastly, I would like to present the incentives for foreign invested firms.
마지막으로 외국의 투자기업을 위한 인센티브에 대해 설명드리고자 합니다.

Incentives for foreign investment

First of all, I would like to alleviate your concerns about the political investment environment in Korea. Many foreign business firms hesitate to invest in Korea because of the possibility of war on the Korean peninsula, the last divided nation on the planet.
우선 한국의 정치적 투자환경에 대한 여러분의 우려를 누그러뜨리고 싶습니다. 많은 외국 기업들은 지구상 마지막으로 남아있는 분단국가인 한반도에서 전쟁의 발발 가능성 때문에 한국에 대한 투자를 꺼리고 있습니다.
The Korean government has since been pushing ahead with 'the sunshine policy'. Summit meetings between the two leaders, economic cooperation in the private sectors, and cultural exchanges helped normalize the relationship. The 'GeumGangsan' mountain tour, the investment of South Korean firms into North Korea, the recovery of railroads and the development of the 'Gae-sung' special economic zone are good examples of the renewed relationship between North and South Korea. Exchanges in sports games are also under way. We cannot say at this stage that reunification will occur within a short period of time, but we can safely say that Korean citizens do not live under the constant threat of war.

한국정부는 '햇볕정책'을 꾸준히 추진하고 있습니다. 남북한 두 지도자간의 정상회담이나 민간부문에서의 경제협력, 그리고 문화교류는 (남북) 관계 정상화에 기여하고 있습니다. 금강산 관광, 북한에 대한 남한기업들의 투자, 철도복원과 북한땅 개성을 특별경제구역으로 개발하는 사업 등은 남북간 새로운 관계의 좋은 본보기입니다. 스포츠 교류도 진행되고 있고요.
현 단계에서 남북간 통일이 짧은 시일 내에 이뤄질 것이라고 말씀드릴 수는 없지만, 한국 시민들이 항시적 전쟁의 위험속에서 살고 있지 않다는 것은 확실히 말할 수 있습니다. 
 
For the foreign invested firms, we have developed an foreign exclusive  lease complex in Osong, Ochang, in addition to the Jecheon industrial complex. The high demand by foreign companies proves that this is an excellent location. Indeed, we have already leased 42 acres and we will designate another 84 acres for the exclusive foreign lease complex.

외국 투자기업에 대해 우리는 오송을 비롯, 오창, 그리고 제천 산업단지에 있어 외국인전용임대공단을 두고 있습니다. 외국업체들의 높은 요구를 볼 때 이곳들은 뛰어난 입지조건을 갖고 있습니다. 우리는 (오창에) 42에이커(5만평)의 전용공단을 임대분양했고 추가로 84에이커를 지정하려고 합니다.

Next, I will introduce the tax incentive system. National and local tax will be exempted for the first seven years and reduced by 50% for the next three years. Once relocation is fixed, legal process from corporate
establishment to factory construction, R&D assistance with the local universities, employee hiring support, one-stop administrative service, and financial support will be provided.
This concludes the presentation of the 'Osong Bio Science Technopolis, the bio-industry development strategy of our province, and the incentives for foreign invested companies.

다음으로 세제우대 정책을 소개드릴까 합니다. 국세와 지방세는 (입주후) 첫 7년간 전액 면제되며 그후 3년간은 50%로 경감해 드립니다.
일단 입주가 결정되면 회사설립에서 공장신축에 이르기까지의 법률절차를 비롯해 지역대학으로부터의 연구개발 지원, 고용지원, 일사천리(원 스톱)의 행정 서비스 및 재정적 지원이 제공될 것입니다.

이것으로써 오송 바이오과학 테크노폴리스(오송생명과학산업단지)와 충북도의 바이오 산업 개발전략, 외국의 투자기업을 위한 유인책들에 대한 설명을 마치겠습니다.
